1.3 Energy conservation, environmental protection and green development
During the "Thirteenth Five-Year Plan" period, the refractory industry experienced the most severe environmental protection storm. In accordance with the State Council's deployment of strengthening source prevention and control, implementing special governance, and implementing full-process management and control, the entire industry insists on putting energy conservation, emission reduction and environmental protection at an important position in development, responding to the government's call, and actively implementing environmental protection governance measures. In 2018, the group standard of "Refractory Industry Air Pollutant Emission Standards" formulated by the China Refractory Industry Association has promoted energy conservation, emission reduction and green production in various places.
The Ministry of Industry and Information Technology issued the "Notice of the General Office of the Ministry of Industry and Information Technology on the Construction of a Green Manufacturing System", creating the first batch of advanced models of green manufacturing. At present, a total of 20 companies in the industry have been rated as national green factories, and ZHENJIN REFRACTORIES is one of them.

The Ministry of Ecology and Environment issued the "Technical Guide for the Development of Emergency Emission Reduction Measures for Key Industries in Heavy Pollution Weather (2020 Revision)", which encourages enterprises to establish and improve environmental protection and energy conservation management systems from the policy, and restricts or prohibits the production of enterprises with substandard environmental technology. China Refractories Industry Association led the industry peers involved in the revision and implementation of the guide. Currently, the industry has five larger enterprises have passed the A-level control assessment, 29 B-level control assessment, and 20 performance-leading enterprises.
The national strategy to promote carbon peaking and carbon neutrality is a major strategic opportunity for the refractories industry to implement the new development concept and strive to build a new development pattern. in May 2021, the China refractories industry association organized relevant enterprises and experts in the industry to develop the group standard "greenhouse gas emission accounting method for refractories production enterprises in China", which is a fundamental work to promote carbon emission reduction. The standard was released on December 29, 2021 and will be implemented on March 31, 2022. On this basis, the association completed the "China Refractories Industry Carbon Peak Path Research" project issued by the Ministry of Industry and Information Technology, and tried to calculate the carbon dioxide emissions of the industry from 2011-2020 according to the industry standard. Figure 3 shows the results of the trial calculation of carbon dioxide emissions of refractory products in China. The results show that the carbon emissions of China's refractory industry are steadily decreasing during the decade from 2011 to 2020, thanks to the overall level of progress in the industry.
The promotion of carbon daft and carbon neutral strategy will further strengthen the link between refractory enterprises and steel enterprises while promoting the transformation and upgrading of refractory enterprises. Refractory enterprises not only consider their own carbon emissions in the manufacturing process, but also consider how to reduce carbon emissions in the steel production process, and actively grasp the development opportunities brought by carbon emission reduction, and actively interact with and support each other in the downstream industry.
1.4 Resource development and comprehensive utilization
Magnesite is the main mineral raw material of alkaline refractories, China's proven magnesite reserves account for 28.85% of the world's total reserves, ranking first in the world, mainly distributed in Liaoning, Shandong and other regions, about 95% of magnesite is used in the production of refractories. At present, the domestic magnesite annual raw ore mining amount reaches more than 2000 tons, and the annual production capacity of raw ore flotation line has reached 16 million tons, which has greatly promoted the comprehensive utilization of resources.
High-alumina bauxite is the main mineral raw material for the production of aluminous-silica refractories. Under the situation of scarcity of high-quality bauxite resources in China, bauxite enterprises have been innovating their production technology to produce high-quality bauxite clinker by using low-grade bauxite ore and continuously improving the comprehensive utilization rate of bauxite resources. Low-grade bauxite beneficiation technology has made great progress during the 13th Five-Year Plan period, and the existing one-million-ton plant of Shanxi Doyle Aluminum Company has entered commercial operation. High-alumina material homogenization technology will be more popularized and applied in Shanxi Province during the 13th Five-Year Plan period, forming a bulk raw material species competing with natural clinker in the high-alumina clinker market, which will strongly promote the sustainable development of high-alumina refractories.
With the innovation of high-temperature industrial production processes, a large number of synthetic refractory raw materials such as spinel, mullite, carbide, nitride and boride have been widely used to meet the application requirements of refractory materials under harsh conditions. Synthetic refractory raw materials are stable in quality and excellent in performance, which improves the performance and service life of refractory products. At the same time, the material synthesis process improves the utilization rate of natural raw materials, waste refractories and other solid waste, with significant economic and environmental benefits.
1.5 The industrial layout has been optimized, and the concentration of industry has been further enhanced
In recent years, the implementation of a series of national standard development, environmental protection policies, action plans and other policies to accelerate the main refractory production areas backward capacity and environmental protection does not meet the standards of enterprise elimination and optimization, promote the refractory industry layout adjustment and optimization. At present, the basic formation of Liaoning Yingkou, Anshan, Henan Zhengzhou, Luoyang, Shandong Zibo, Jiangsu Yixing, Zhejiang Huzhou, Shanxi Xiaoyi, Yangquan, Hebei Tangshan and other refractory materials main production areas. Among them, Henan Province, the total output of refractory materials accounted for about 45% of the country, Henan, Liaoning, Shandong Province, production accounted for about 70% of the total national output, the overall layout of the industry is more reasonable, the variety of structural distribution and geographical resource conditions are basically the same.
The 2011-2020 period is also a decade of faster development of the leading enterprises in the refractory industry, and the industry's industrial concentration has further increased. It can be seen that in 2011, the concentration of the refractory industry was about 6%, and by 2020, the end of the 13th Five-Year Plan, the concentration of the industry will reach 20%, more than 10 percentage points higher than in 2011.
