      On September 15, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the State Intellectual Property Office jointly issued the "Implementation Plan for "Three Products" in the Raw Materials Industry.

      According to the "Plan", by 2025, the variety of raw materials will be more abundant, the quality will be more stable, and the brand will be more influential. Products and services such as superalloys, high-performance special alloys, semiconductor materials, high-performance fibers and composite materials have significantly enhanced their support capabilities in key areas. Achieve a higher level of coordinated development in standards, measurement, certification, inspection and testing, improve the quality classification and traceability system, formulate and revise more than 500 new product and quality reliability improvement standards, and comprehensively promote the full life cycle standard system for key basic materials building. Cultivate a group of Chinese brands with excellent quality and obvious competitive advantages, and the products will enter the global mid-to-high-end supply chain, and the market environment will be more fair and orderly.

      By 2035, the supply capacity and level of raw material varieties and service quality will be greatly improved, reaching the level of advanced countries in the world, and a group of enterprises and product brands with excellent quality, obvious advantages and core intellectual property rights will be formed.

      The Plan specifically states:

      Increase variety.

      Optimize the structure of traditional varieties. Focusing on the advantageous raw material varieties in the fields of petrochemical chemicals, steel, non-ferrous metals, building materials, etc., systematically sort out the existing standards and product types, accelerate the elimination of similar brands with low-end and overlapping performances, and improve the supply level and level of traditional products. In key areas such as steel, aluminum, cement and other key areas, we will improve the main variety system and promote the systematic development of products. Accelerate the upgrading of traditional products such as steel, glass, and ceramics, and continuously improve product performance and quality. Vigorously explore new markets and new uses for traditional products, tap the consumption potential of green building materials, aluminum materials and other products, and continuously improve the competitive advantages and efficiency of traditional products.

      Rich new material varieties. Implement key basic materials improvement actions, improve new material production and application platforms, optimize upstream and downstream cooperation mechanisms, focus on high-performance, functional, and differentiated new material products, focusing on the development of superalloys, high-performance special alloys, rare earth functional materials, bio-based materials and key basic materials such as biomedical materials. Implement forward-looking layout actions for cutting-edge materials, actively cultivate new cutting-edge materials such as graphene materials, quantum materials, and smart materials, further enhance the effective supply capacity of high-end products, and strengthen the supporting role for strategic emerging industries and major national projects.

      Develop green and low-carbon products. Focusing on petrochemical, steel, non-ferrous metals, building materials and other industries, carry out energy saving and carbon reduction and green transformation and upgrading, and gradually reduce the unit energy consumption and carbon emissions of raw material products. Strengthen the research and development and application of high-quality green and low-carbon materials such as degradable plastics and bio-based materials, vigorously develop carbon capture technologies such as oxygen-enriched combustion, membrane separation, and direct air, and expand the supply of low-carbon and zero-carbon products. Strengthen the implementation of green product evaluation standards, establish a full-life-cycle carbon emission database for key products, and explore the incorporation of raw material product carbon footprint indicators into the evaluation system. Publish the green and low-carbon direction to encourage the promotion of application technologies and product catalogs, and accelerate the research and development and application of green products such as recycling, low-carbon and environmental protection. Accelerate the construction of a unified green product standard, certification, and labeling system, guide leading enterprises with ecological leadership to build a green product supply chain system, and create and stimulate green consumption.

      Improve quality.

      Strengthen scientific and technological innovation capabilities. Strengthen the introduction, training and talent echelon construction of high-level leading talents, integrate innovation resources, promote the close integration of technological innovation and technological entrepreneurship, and form a group of new varieties, new processes and new technologies that drive the development of the raw material industry. Carry out research and development and application verification of key common technologies for improving the quality of raw materials, and improve the level of product quality stability, consistency and applicability. Focusing on key industrial chains, strengthen collaborative innovation and quality management linkages between upstream and downstream industries. Establish real-time monitoring, dynamic scheduling and intelligent disposal of the whole process for key links such as raw material feeding, reaction process, smelting process, and quality control.       Create a good atmosphere for the brand. Support industry associations to compile reports on the development of brands in key industries of raw materials, make full use of various media to strengthen brand promotion, and enhance the social influence of enterprise and product brands. Promote advantageous enterprises in petrochemical, steel, non-ferrous metals, building materials and other industries to "go global", strengthen supply chain collaboration with well-known foreign high-end manufacturing enterprises, and carry out research and development design, production and trade, measurement, standard formulation, quality certification, inspection and testing, etc. All-round cooperation to build a Chinese brand with international influence. Support enterprises to accelerate cross-regional and cross-ownership mergers and acquisitions, carry out international operations, encourage leading enterprises to actively participate in major international exchange activities, pass on brand concepts, and continuously enhance global users' recognition of Chinese raw material enterprises, products, trademarks and brands.

      Improve the brand service system. Encourage enterprises to strengthen the service model of early intervention in product research and development and continuous tracking and improvement of post-service services, strengthen pre-sale demand consultation, in-sale technical disclosure, and after-sale technical guidance to meet the individual needs of users. Guide enterprises to integrate existing resources and strengthen the construction of operation service system. Support a group of professional service institutions for brand cultivation and operation, establish brand talent training service institutions, and build a professional brand innovation achievement exchange service platform. Support industry associations and other intermediary organizations to guide and strengthen the certification of the after-sales service system of enterprises, regularly review the service system, and evaluate the service level.
