Henan: The refractory industry will be removed from the "two high" industries.

On January 19, 2023, the Henan Provincial Development and Reform Commission, the Henan Provincial Department of Industrial Information Technology, the Henan Provincial Department of Natural Resources, and the Henan Provincial Department of Ecology and Environment jointly issued a red-headed document.

Among the "two high" industries that were cleared out in the document, there are two that are directly related to refractory materials, corundum (refractory materials and basic raw materials for refractory materials) and refractory materials (with sintering process).

In 2021, the Henan Provincial Department of Ecology and Environment and the Provincial Development and Reform Commission have successively issued relevant implementation opinions on resolutely curbing high energy consumption and high emission projects (hereinafter referred to as "two high" projects). In the relevant implementation opinion documents, it is clearly mentioned that "strict environmental assessment and approval of 'two high' projects", and the scope of the project clearly mentions that refractory materials (with sintering process) are covered. This also means that the refractory material (refractory for short) industry is regarded as a restricted industry, and transformation and expansion are not allowed in principle.

Refractories are an indispensable foundation and supporting material for the development of high-temperature industry, national defense industry, major national engineering projects and new strategic industries. Internationally, relevant organizations such as the European Union have characterized refractory materials as "strategic materials". The overall technology of refractory materials in Henan Province is leading in China, and its annual output accounts for nearly 50% of China's refractory material output. It is a major industrial province with the most complete varieties of refractory materials in China, and it is also a characteristic and advantageous industry in Henan Province. The country and relevant provinces have not included refractory materials in the two high industries, because in the past two years, many refractory business owners feel that it is getting more and more difficult.

In the two years of 2021 and 2022, in many industry conferences in the refractory industry, President Jin of the Henan Refractory Association also proposed that refractory enterprises must take the path of innovation in order to develop, not just the intelligent improvement of equipment , It is necessary to increase the innovation of enterprise product technology.
